Read on for information about the retirement age for Filipino seafarers and the effect of promotion on crew vacation, as addressed by VP Maritime Personnel Svend-Foyn Bruun in his bi-weekly MPS Update.

Effect of promotions on vacations


There have been numerous promotions across all positions. Should we expect longer vacations because there is a surplus of crewmembers in those positions?

Promotion in all levels is carefully planned based on many factors (retirement, sick trend, beneficial deletions, resignations, projected fleet growth, crew onboard/surplus/vacation status, unprojected requirements or emergency trend, unavailable crew trend, etc.) This is why you will notice that the total number of crew in the crew pool is stable at around 1500++. Promotions take place only when there is a need. This is important to ensure a balanced supply and a healthy and lean crew pool. Although the exact figure may differ depending on the position, the following represents the mean vacation time for every level as of February 2024:

Petty Level Officers 3.2 months
Ratings 3.5 months

What is the retirement age for the crew?
 
The company does not need to set a retirement age for Filipino seafarers. This is because Filipino seafarers are grouped under contractual OFWs, so separation from the company is not age-driven. Instead, it is based on the duration of each contract. However, the age requirement to be considered a senior citizen in the Philippines is 60 years. This age requirement applies to Filipino citizens and foreign nationals residing in the country. When one reaches the senior citizen age, unique benefits are accorded to them. All employees are encouraged to use their employment to prepare for retirement.

Collective Bargaining Agreement (CBA)


Which CBA is applicable for the ships with the Marshall Islands flag? 

Like Norwegian-flag ships, ships with Marshall Islands flag are covered by the NIS AMOSUP CBA for non-NIS flagged ships. They are enrolled in that CBA through a special agreement between the Norwegian Seafarers Union (NSU) and Odfjell Management AS (Odfjell). This means that seafarers on board any Odfjell’s Norwegian- or Marshall Island-flagged ships are governed by the same CBA, the NIS-AMOSUP CBA. Since Marshall Island (MI) flagged ships are enrolled under NIS AMOSUP CBA, will the public holidays for MI-flagged ships be the same?

Yes, the content of the NIS AMOSUP CBA, including but not limited to holidays, applies to and is followed by MI-flagged ships. The enrollment to the same CBA was done to ensure that all crew, whether onboard NIS- or MI-flagged ships, will have competitive benefits/protection dovetailed to the employment contract.

Purchasing of Odfjell stocks


Can Filipino seafarers or anyone in the Philippines buy Odfjell stocks?

Yes. Buying shares is straightforward for those who wish to do so. Just contact a broker in the Philippines, such as COL Financial, to purchase shares.
 
Odfjell doesn’t have a separate program for employees to invest in its shares. It is a publicly listed company so anyone can do that. Just remember that buying single shares isn’t without risk for losing, instead of earning.
 

Electro Technical Officers


What is the status of the Electro Technical Officers (ETO) in our organization? Given that the ETO license is obtained from the Maritime Industry Authority (MARINA) and ETOs are also part of the engineers’ matrix shown to customers for cargo requirement compliance, has their level been upgraded from Petty Level Officer (PLO) to Officer position?

According to the newly approved Collective Bargaining Agreement (CBA) 2024-2025, the ETO position is grouped together with engineers. In Odfjell, the ETO salary is very competitive (as compared to other positions) in recognition of the specialized knowledge and skills required of them to perform their tasks onboard. MPS will also review relevant internal policies in time for the enforcement of the newly approved CBA.

 

Accommodation and transportation benefits


Can accommodation benefits be similar for all crewmembers during document processing and training?

Privileges and other benefits over and above the contractual obligations are carefully packaged to ensure their appropriate purpose, sustained implementation, and benefit for the crew and the company.  Any changes to the approved crew salary and benefits package shall be subject to the approval of the management.  This is usually initiated after reviewing the packages before the yearly budgeting process. Review and approval of the 2024 budget have been concluded, and so far, the current package is competitive compared to industry practices.

Below are the approved accommodation and travel entitlements for 2024, which are over and above the Collective Bargaining Agreement (CBA) requirements and local and international regulations. If you have any questions or clarifications, please get in touch with any MPS personnel.

Is it possible to instead arrange direct flights to off-signers’ provinces?

Filipinos’ DMW (Department of Migrant Workers, formerly POEA–Philippine Overseas Employment Administration) contracts require the company to cover crew repatriation expenses from the port where the crew disembarked to the point of hire (Manila). Granting the specific disembarkation request of every crew in the pool of 1500 seafarers is unfortunately not doable due to the practicalities that need to be involved. MPS hopes for your understanding of this.

 

Fitness instructor for ships


Why is the fitness instructor not joining the ships anymore? What are the plans for improving crew fitness on board?

The sending of fitness instructors to ships stopped during the pandemic. We did not resume this because we are about to start our cooperation with a company providing virtual gamified activities, allowing crewmembers to train together or compete with other friends onboard the same or different ships. This ensures collaboration among ships and teams. We also encourage seafarers to look after their health through campaigns and other relevant competitions. You will know about this in the coming weeks.
 

Standby pay


Can the company give automatic standby pay to those positions who are entitled after the completion of their contract?

Standby pay is payable only when a crew is on “stand by”.  Detailed/additional frequently asked questions and answers are below:


Who are eligible to receive the standby pay? When will the computation start?

All MLOs, OLOs and PLOs in the crew pool re-joining a ship who have accepted all reporting requirements, training/document processing schedules, and vessel assignments/re-joining schedules. Standby pay computation starts on the day an eligible crewmember’s leave days have expired. A seafarer will not be entitled to standby pay if he has not been available to re-join a ship or has requested extended vacation, and is therefore not “on stand by”.
 

What if the reason for the crew’s refusal to take the re-joining schedule is due to personal reasons? Can the company consider giving standby pay after his commitment is done?

No, the crew is not entitled to standby pay since he was not available to take ship assignments based on rotation schedule and leave days expiration, and therefore was not “on standby” based on company need.
 

Covid booster shots


What exactly are the new requirements for Covid booster vaccines for Filipino seafarers?​

All seafarers are encouraged to have Covid booster shots for their own health and protection. In the Philippines, only the local government units (LGUs) offer booster shots, prioritizing those above 50 years old. Everyone is encouraged to secure booster shot schedules with their respective LGUs. No private companies were approved to purchase vaccines for their crew/employees; hence, reaching out to LGUs is the only way to receive Covid booster vaccines.

 

Crew medical health insurance claims


Can Crew & Family Affairs (CFA) handle medical insurance claims of the crew?

CFA provides complete and detailed instructions through email to crew/allottees who have inquiries on health insurance and/or have medical reimbursements. However, for faster processing of claims, it is best to submit the requirements directly to MHIBI (Magsaysay Health Insurance Brokers, Inc.), our partner in medical insurance. This ensures that claims will be processed right away. Direct submission of claim to MHIBI—instead of submitting it first to CFA, for CFA to forward to MHIBI—ensures swift processing of claims. You can also copy cfa@odfjell.com so CFA can monitor the claim, or contact them for assistance.
 

Tenure recognition for seafarers


Can the company arrange recognition for seafarers who have reached 10 years, 15 years and 20 years of service time through Bow News?

MPS will commence this task this year.  We intend toll do this twice a year (every June and December issue of Bow News). Stay tuned.

 

Standby Pay


Can you elaborate further on standby pay?

Standby pay is a benefit given to crew who are on standby, ready for any operational needs but cannot be offered a lineup by the company yet; thus, on “standby”.  As any other benefits, standby pay comes with qualifications and processes that must be complied with. Early start of processing of pre-joining documents supports entitlement to standby pay benefits because, the following shall be considered in the computation of standby pay:

  • Crew should have expired leave days.
  • Crew is not tagged as delayed, watchlisted, unfit, or sick
  • Crew should have completed required training for his position
  • Crew should hold valid travel documents, eg. SIRB and Passport and valid qualification documents (eg Certificate of Competency (COC) and/or Certificate of Proficiency (COP) and other qualification documents)
  • Crew has not refused vessel assignments, training, or assessment schedules

Examples:

  • Crewmember declined vessel assignment due to various personal reasons and not confirming his/her availability to join or process documents – remember that all crewmembers are part of the rotation and MPS must be able to plan for everyone to ensure balanced onboard/shore time for the majority.
  • Crewmember declined to join for critical operational needs/urgent requirements (eg reliever for a sick crew, crew on compassionate leave, urgent customer requirements and the like) even after reasonable shore time duration.
  • Not following reporting requirements, not answering calls, not coordinating with the office regarding renewal of documents and trainings after several follow-ups – this will unnecessarily prolong processing time and standby time

Computation of standby pay shall start from the day after a crewmember’s earned leaves expires or when the crewmember has completed/secured his last processed document, whichever comes last. However, if the crew decides to decline a vessel assignment, standby pay computation must not start nor be based on shore leave expiration but shall start from the time the crew was given and accepted the vessel assignment.

Updates on Filipino MLO local health insurance


What have been the changes to the Filipino Management Level Officer (MLO) local health insurance after its recent renewal?

As communicated on June 23, the following changes have been implemented on Filipino MLO insurance coverage:
  • Higher outpatient benefit limit: Outpatient benefit (shared by the family for the whole year) is now increased by 40%. Inpatient benefit remains the same, with a maximum use of PhP 225,000 per illness, per member, per year.

  • Extended qualified age limit of child: From the 21st birthday, it is now up to the 23rd. This is because of the K-12 program. However, children should be unemployed and unmarried to qualify as dependent. Crewmembers who have child/children of this age are requested to send the names and a copy of the birth certificate of the children to cfa@odfjell.com for re-enrollment. Previous records of those who have reached 21 years have already been deleted from the system.


The updated copy of your benefits and list of accredited hospitals and clinics have been sent to your emails. Questions or clarifications may be sent to Crew and Family Affairs through the following channels:

Compas training for the crew


Can you provide Compas training for the crew? Some need to be more knowledgeable about this.

Checking each crew’s Compas access is part of the crew dispatch briefing. If issues are encountered, the crew are guided during the briefing.

There are instructional materials available on SM Portal on how to use Compas. In addition, we are now developing an instructional video which will be shown to the crew during briefing, and can also be sent to them prior dispatch schedule.  We will also consider creating a short training module to further encourage the crew to use Compas by providing knowledge of its use and accompanying advantages.

 

Pumpman contract duration


Why do some Pumpmen have a contract duration of eight months?

The normal contract duration for Pumpman is seven months. MPS started the fixed rotation for Pumpmen and Electricians some months ago. The implementation of this required MPS to temporarily adjust the contract duration of some Pumpmen and Electricians ranging from six to eight months. This is necessary as the rotation eases into the needed rotating cycle. Again, this is temporary, and we intend to go back to the normal contract duration soon.
 
 

Early hotel check-in during training and similar activities


Can crew be allowed to check in early at accredited hotels when booked for training purposes and the like? 

All our accredited hotels are offering the standard check-in time which is from 1 – 2 PM, which is the standard everywhere. We checked with our accredited hotels and were informed that this timeframe allows for the room turnover (cleaning/sanitation) after check out time.

Like any other hotels, the early check-in is subject to availability of the booked room and is not guaranteed. Seafarers may opt to leave their luggage at the concierge as they wish, if they arrive earlier than their check-in time. Nonetheless, MPS will coordinate with Hotel 101 to ask to prioritize Odfjell crew (only if the room is ready), but this is not guaranteed.
 
 

Refusing vessel assignments


How will refusing a vessel assignment while still being on earned leave days affect the standby pay?

MPS aims for adequate onshore time for all crew, as this allows for work-life balance and promotes the crew’s well-being and safety.

To ensure timely readiness of crew and balanced onshore/onboard time, consummation of leave days before commencing process of pre-joining documents is discouraged. Because, if we do so, it will result to the crew’s late readiness which will adversely affect rotation, as well as the vacation/onboard time of majority of the crew.

So, consummation of earned leave days should not dictate the start of the processing of the crew’s pre-joining documents. In preparation for their joining schedule, the crew are required to confirm acceptance of vessel assignment and commence processing of pre-joining documents ahead of time.  Again, assigning one to a vessel line-up and requiring him/her to start processing, must be done prior consummation of leave days for anticipation/preparation and rotation purposes – for the good of many. 

 

Additional compensation for contract adjustments


Can the company consider giving additional compensation for early joining and/or extension of contract, as practiced during the peak of the pandemic?

The current approved wage scale was benchmarked against similar companies and found to be competitive, which is also in keeping with the company’s aims. Any additional compensation is subject to endorsement and approval during the budgeting process.
 
 

Issues with ShipMoney card


Some crewmembers experienced hacking/misuse of their ShipMoney cards. The Captain has communicated the issue with ShipMoney, but they have been slow in responding. What can be done to further address this?

Any similar issues should be immediately escalated to Shipmoney. Please copy MPS Manila when reaching out to ShipMoney, so the team can also follow up with them. You can email any of the vessel handlers about this for assistance.

License upgrading assistance


Does the company have a program to encourage seafarers to secure and upgrade their licenses?  

Yes, the company encourages seafarers to attain higher licenses through the license upgrading program. The program paves the career development path for all qualified seafarers and ensures a continuous supply of “promotables” in the crew pool. 

Who is qualified to avail of the license upgrading assistance?

Ratings and officers with above average performance ratings and promotion potential, and who wish to secure and upgrade their licenses may avail of the license upgrading assistance.

Advance Notice


Can the office improve the accuracy of document/training renewal/schedules reflected in the Advance Notice to off-signing crew? 

Advance Notice (AN) is generated from Compas a minimum of eight (8) weeks before the crewmember’s contract expires. AN reflects the renewal of documents with less than 12-month validity from the date it was generated.  When the team signs off, it can already be two months from when the AN was developed. This is why often, renewal schedules need to change depending on the crewmember’s vessel lineup and target joining date.
               
Crewmembers are informed of those changes through emails from Document Handlers and Training Coordinators. Those emails contain updated documents for renewal and requirements that follow the crewmember’s planned joining schedules. The crew are encouraged to coordinate closely with MPS and follow reporting requirements to ensure the timely renewal of documents.

As an improvement opportunity, we are considering stopping the use of AN, and the crew will be encouraged to monitor their documents in Compas’ Crew Self-Service Portal (CSSP). We will provide updates on this.


Medical centers


What are the company’s plans to increase the number of approved medical centers to reach more of our seafarers?

Pre-employment medical examination (PEME) clinics outside Manila are beneficial, especially in areas where many Odfjell seafarers reside. For this purpose, we have tried looking for additional PEME clinics in Davao, Bacolod and Northern Luzon, but it has been diffficult to have these clinics accredited, for several reasons: Before a clinic can be accredited, it must first be certified by both the protection and indemnity club (in our case, Gard), and by the flag (Norwegian and Marshall Islands). For the clinic to be certified by these entities, it must first qualify for certain standards. Unfortunately, only a few of the clinics we have approached can comply.
 
Please remember that the selection/accreditation of PEME clinics is not just an Odfjell accreditation; it is also an accreditation by both the P&I club and the flag. 
 

Welfare fund


How much is the allotted welfare fund per ship per year?

The allotted welfare fund is USD 600 per ship, per year.

What is the purpose of the welfare fund?

The welfare fund’s primary aim is to promote the social welfare of seafarers onboard. This means that the welfare fund is to be used for purchases of goods and services supporting the welfare/well-being of the crew. The Master is responsible for ensuring that the welfare fund is used according to this purpose.

Purchase of entertainment equipment (e.g. magic sing karaoke and the like), as long as the Shipboard Management Team and the crew agree that such is for the crew’s welfare, is considered reasonable use of the fund.

If a ship needs more budget for a year, can it consume the fund for the following year?

Ideally, the welfare fund should be used in the year it was set up for. Consuming it in advance is discouraged, as it is not a good practice and will cause a negative balance.

Vessels can increase their welfare fund by joining competitions that give out additional welfare fund as prize, such as the bi-monthly virtual socials, and the recently-launched Battle of the Bow music challenge.


Change in allotment


Can Filipino seafarers' fixed monthly allotment be changed while onboard?

This is possible through a change allotment request, which is subject to approval.
 
Frequent allotment change is discouraged as this might result in potential delays in allotment processing. It is essential that seafarers carefully plan the amount of monthly allotment for allottees so that all expected expenses are covered.

Seafarers who need to send extra funds to anyone can use their ShipMoney account, as it comes with three (3) free bank transfers. It is also an option to transfer funds via ShipMoney as often as necessary, for a specific fee. Another alternative is to maintain an account with a Philippine bank active, to use for transferring funds to another local bank. Transferring funds between accounts in the same bank (e,g, BDO to BDO) is free of charge.
 
 

SIM cards for cadets


How much is the maximum reimbursable amount for Filipino seafarers’ plane ticket (for training purposes)? Because they had to change the setup of their mobile phones, some cadets’ SIM cards stopped working. Can the company assist in getting new SIM cards for the cadets?

The cadets’ family can purchase SIM cards for them, and afterwards send the SIM card to Crew and Family Affairs (CFA) at the office. CFA will then send the SIM card to the cadet on board. MPS cannot purchase SIM cards for anyone on board, or any other person for that matter, due to the implementation of the SIM Card Registration Law in the Philippines.
 

Travel reimbursements


Who are eligible for accommodation and travel reimbursement benefits?

Crewmembers who are residing in places at least 100 kms away from Manila and/or require air travel to report to the office and attend to all reporting requirements (such as document processing, undergoing training and/or assessment, scheduled for dispatch in Manila, and/or required to attend Crew and Family Affairs (CFA) activities) may reimburse their travel and/or accommodation expenses. The table below shall be used as a general guide for this benefit claim:

How do we compute the fuel reimbursement for those who travel by land?
 
Seafarers may use their own transportation when travelling to/from Manila for work-related actitives. Please refer to the table above for eligibility guidelines.
 
The computation of fuel cost to be reimbursed will not be based on the amount in the receipt but instead on this formula:

Fuel cost = Distance from originating province area to/from Manila in km / (10 km x fuel cost per liter)

Can crewmembers who use public transportation to/from the Manila office request for reimbursement of transport expenses?

Yes, they can request reimbursement for such transportation expenses. The amount to be reimbursed will be based on the official receipt covering the travel. Grant of reimbursement will be based on the travel reimbursement table. The crew may refund toll fees as applicable.
 

When can the crew qualify for reimbursement?    

They are qualified once PEME clearance is secured.



Allotment exchange rate


The dollar exchange rate for crew allotment seems lower than current exchange rate. Can Finance consider using the highest exchange rate possible?

The allotment rate is always based on the prevailing exchange rate (USD to PHP) when the money is received from another country or principal’s account. In other words, the rate used for allotment is the rate of exchange indicated in the credit advice of the local receiving Philippine bank. This rule is based on POEA contract Section 8 – Allotment and Remittances. There is no way the office can influence the exchange rate because the bank is the one that applies the exchange rate to our accounting system; no manual intervention is allowed or needed.  
 
To ensure that we will have the funding well in advance for the allotment processing, a request for the same is made earlier during the month. We usually receive the funding on the 10th to 13th of the month. Therefore, the exchange rate differs when we release the allotment, typically on the 23rd of the month.

 

Medical clearance certifcate


Is it possible to extend the validity of medical clearance cerficate for Filipino crew above 40 years old, especially those who don’t have significant health issues?

We are following the validity set by Gard, our insurance provider. It is best to follow this guideline to ensure health and safety among the crew, as well as their insurance protection and coverage. 
 
 

Travel reimbursements


How much is the maximum reimbursable amount for Filipino seafarers’ plane ticket (for training purposes)?

Crewmembers undergoing training may be reimbursed for up to PhP 4000 in plane ticket costs per way. Meals and other fees, on the other hand, are not reimbursable.

 

Who are eligible for the reimbursement of plane tickets during training?
Management and Operational Level Officers may reimburse plane ticket costs during training. Petty Level Officers, meanwhile, can choose between plane ticket reimbursement and hotel accommodation.
 

What documents are needed for the processing of travel reimbursements?

Plane ticket reimbursement: Copy of the itinerary receipt, official receipt and a filled-out Request for Payment form
Fuel reimbursement: Official receipt and a filled-out Request for Payment form

 

Promotion


How can a crew qualify for promotion?

Career planning and promotions are carefully planned by MPS in coordination with Fleet and vessel. Your performance must be rated “Average” or higher with at least one (1) or two (2) recommendations for promotion depending on the next position. All details of minimum promotion requirements can be found in procedure 110403 Promotion of Maritime Personnel.

Good evaluations and recommendations of crew are kept on their file and used as reference. Every one is given fair chances for promotion. Promotion however will take place when there is a need; vacancy of next position must exist. Whenever there are several qualified candidates, the best qualified candidate will be promoted.

 

Employment of relatives


Is there a program for hiring the relatives of an officer or crew?

No, there is no such program. There are also no plans of introducing a program like that. Odfjell will only hire candidates based on qualifications and suitability for the intended position. Family relation is not a qualification. All applicants are screened against the company’s hiring standard.
 

Can a relative of a crew or employee apply for employment at Odfjell? 

Yes, of course. Whether or not they have relatives in the company, anyone can apply for employment at Odfjell. All applicants are screened against the company’s hiring standards. Odfjell only hires candidates based on qualifications and suitability for their intended position. Family relation will not play a role and is not a qualification itself.

 

MARINA Advisory No. 2021-18


Can you explain the Philippine MARINA (Maritime Industry Authority) Advisory No. 2021-18? 

The MARINA Advisory No. 2021-18 is about the termination/cancellation of the Issuance of STCW COE (Certificate of Endorsement) in the certification of Filipino seafarers who serve the capacity as marine deck and marine engine officers. Before March 26, 2021, all Filipino seafarers serving as marine deck and marine engine officers were issued STCW COC (Certificate of Competency) and STCW COE as coexisting qualification documents.

On March 26, 2021, MARINA issued this advisory terminating the issuance of STCW COE while STCW COC issuance remains. This is because the COE, an endorsement that attests to its distribution, is already incorporated in the COC. With this, you may remove the COE from your blue folder, as it is now considered obsolete.

 

Social media usage


What is the company’s stand regarding employees' sharing of work-related grievances on social media? 

While an individual’s social media account is personal and is regarded as an avenue for self-expression, we are all expected to demonstrate sound judgment with whatever we say or do online. All of us should not take work-related rants to social media. Instead, we should address it using the right channel, like discussing the matter with the superior or designated authority. Leaders can also guide subordinates and call their attention if needed.

ShipMoney fund transfer fees


The allowed card-to-card transfers on ShipMoney are limited to three times per month. Sometimes, we need to transfer/send money more than three times a month because of some unexpected expenses. Our allotment is fixed before embarkation so we can’t change it when we are already onboard. How can we then send money if we exceed the allowed monthly transfers? We cannot use special remittances because they are for emergency purposes only.

Yes, the free monthly transfers are limited to three times a month only.  However, you can transfer funds for a specific fee, as often as you like.

Seafarers are advised to carefully plan the amount of monthly allotment for their allottee so that all expected expenses are covered. It is also suggest that you maintain an active Philippine bank account that you can use to transfer money to another local bank. Transferring money between accounts from the same bank (eg BDO to BDO) is free of charge.

 

Calamity aid


Does the company offer assistance to families affected by typhoons?

Whenever a super typhoon or a similar calamity hit areas where Odfjell crew are present, the management may decide to help the affected crew and families. Such initiative focuses on fair and reasonable financial aid grants to qualified beneficiaries.

To concentrate the aid on those who need it the most, an equal amount of assistance is granted to seafarers whose immediate family are residents of the area where Storm Signal No. 4 or higher (or similar devastation level for other calamities) was hoisted by the Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) for the Philippines, and similar government agency for Northwest European crew. Release of Financial Aid is in the form of a lump-sum (one-off-grant) basis only.

In addition, the management may also decide to extend further assistance to affected non-Odfjell communities through a monetary donation to a reputable agency such as the Red Cross. 

 

Medical certificate extension


If the crew is onboard, is it possible to request an extension of the medical certificate from the issuing clinic?

No. New medical clearance is obtained only after an actual medical check-up. When the extension of medical clearance is needed, it can be possible to arrange a medical check-up in a port where it is convenient to set for it. It must be coordinated between the Captain and MPS. 

 

Seniority pay


Why is the seniority pay put to a halt when it reaches the maximum limit/years?

Payment of the seniority pay does not cease when it reaches its ceiling; it only ceases to increase, as it has reached its maximum limit. 

Any changes to approved crew benefits package are subject to management’s approval. MPS will include this in this year's budget review, and any changes, if approved, will take effect next year.

 

Internet usage on board


Why did we reduce the duration of internet usage on board to five hours?

The rationale for limiting internet usage to five hours is based on a typical day on board: a normal workday including meals typically consumes 10 hours; adequate sleep/rest requires eight hours; an hour is allotted for socializing or exercise; and there is the remaining five hours that the crew can spend online.

Ideally, we do not want to encourage internet use that can cause interference with concentration during work, disturb necessary rest or hamper being social onboard. However, we will evaluate on VP level if changes can be considered.

 

Food budget


Do the Filipino and Norwegian crew have the same budget for food on board?

Yes. The budget is considered sufficient according to feedback from most of the fleet.

If you experience poor quality of food or lack of provisions, it is imperative to notify the Technical Superintendent immediately. Our supplier has very strict contract obligations to supply good and abundant food for the agreed amount.

 

Onboard promotion


Is mid-contract onboard promotion possible?

Onboard promotion is possible. However, the promotion must be in keeping with the approved rotation plan to ensure that the onboard/onshore time of crew in such position will not be affected adversely.

 

Loyalty bonus


Will the service of a crew who retired and returned to sailing with the company be counted for loyalty bonus and service award purposes?

Yes, for as long as he has not rendered any service with another company. Below is an excerpt from the relevant procedure:

b.   Effective April 1, 2021, any crewmember recalled from retirement to serve onboard ship as filler and who have not served any other employer from the time they retired from the company shall be paid a loyalty bonus corresponding to seniority level and likewise, service count will continue. 

 

Allotment exchange rate


The dollar exchange rate for crew allotment seems lower than current exchange rate. Can Finance consider using the highest exchange rate possible?

The allotment rate is always based on the prevailing exchange rate (USD to PHP) when the money is received from another country or principal’s account. In other words, the rate used for allotment is the rate of exchange indicated in the credit advice of the local receiving Philippine bank. This rule is based on POEA contract Section 8 – Allotment and Remittances. There is no way the office can influence the exchange rate because the bank is the one that applies the exchange rate to our accounting system; no manual intervention is allowed or needed.  
 
To ensure that we will have the funding well in advance for the allotment processing, a request for the same is made earlier during the month. We usually receive the funding on the 10th to 13th of the month. Therefore, the exchange rate differs when we release the allotment, typically on the 23rd of the month.

 

Travel and reimbursement benefits


Who are eligible for accommodation and travel reimbursement benefits?

Crewmembers who are residing in places at least 100 kms away from Manila and/or require air travel to report to the office and attend to all reporting requirements (such as document processing, undergoing training and/or assessment, scheduled for dispatch in Manila, and/or required to attend Crew and Family Affairs (CFA) activities) may reimburse their travel and/or accommodation expenses. The table below shall be used as a general guide for this benefit claim:

Higher license incentive


Who are qualified to receive higher license incentive?

Crewmembers who satisfy the following criteria are entitled to receive the higher license incentive:

  • Have rendered at least 24 months of sea service with Odfjell
  • Have rendered at least 24 months of actual sailing on present position with Odfjell
  • Qualified for promotion to next level based on last two performance evaluations and have complete qualification documents
  • Acquired recommendations for promotion from a contract with duration of not less than 150 days
  • Maintains above average “AA” performance evaluation plus promotion recommendations*


*Two consecutive below “AA” performance evaluations will disqualify crew from receiving the benefit
 

How much is the higher license incentive?

The following monthly incentive will be added to crewmember’s salary for the duration of the signed contract:

Training allowance


Who are eligible to receive training allowance?

Filipino crewmembers are eligible to receive training allowance. Newly-hired crewmembers are entitled 50% of daily allowance rate.
 

What documents are required for the processing of the training allowance?

For inhouse training, the requirement is the attendance sheet endorsed by the instructor. For external training, the requirement is the Statement of Account from the training provider, or the training certificate issued by the provider, whichever is received first.
 

 When is the summary of Training Allowance submitted to Accounting for processing?

The summary of trainng allowance is submitted to Accounting every Thursday. If the course ends on a Friday, it will be submitted the following week.

 

Collective Bargaining Agreement (CBA)


Which CBA is applicable for the ships with Marshall Islands flag? 

Like Norwegian flag ships, ships with Marshall Islands flag are covered by the NIS AMOSUP CBA. They are enrolled on that CBA through a special agreement between the Norwegian Seafarers Union (NSU) and Odfjell Management AS (Odfjell). This means that seafarers onboard any Odfjell’s Norwegian- or Marshall Island-flagged ships are governed by the same CBA, the NIS-AMOSUP CBA. Should you need further information, please contact MPS.
 
Since Marshall Island (MI) flagged ships are enrolled under NIS AMOSUP CBA, will the public holidays for MI-flagged ships be the same?

Yes, the content of the NIS AMOSUP CBA including but not limited to holidays shall be followed by MI-flagged ships. The enrollment to the same CBA was done to ensure that all crew, whether onboard NIS- or MI-flagged ships, will have competitive benefits/protection dovetailed to the employment contract. 
 
 

Medical insurance for Filipino seafarers


Do we have updates on Filipino crew’s local medical insurance?

Renewal of Filipino crew’s medical insurance is ongoing for Management Level Officers (to expire on May 30, 2022), Operational Level Officers and Ratings (both expiring on June 30, 2022). The proposal from the insurance provider is currently being reviewed. Be informed that any additional or upgraded coverage/benefits needs management approval. We will provide information through MPS Update once the medical insurance is renewed. In the meantime, contact cfa@odfjell.com for any information you may need.
 

 

ShipMoney cards


My Shipmoney card is expiring, and I received my replacement Shipmoney card. Should I be charged a replacement fee?

No, there should not be any deduction. If this happens, please get in touch with kimberly.oropesa@shipmoney.com and copy wilen.villamor@odfjell.com in your email.
 
What happens to the remaining balance on my old Shipmoney card when I receive the new card?

The card's remaining balance will be automatically transferred to your new Shipmoney card. 

What happens to my Shipmoney online account then?

Your log in details will remain the same; you will continue to use your existing username and password. There is no need to register your new card as well. All saved details will remain in your online account (e.g.  recipient details for card-to-card transactions, wire service recipients, etc.)

My email address and contact details with Shipmoney are not updated; how do I update these information?

Update your contact details in Compas so ShipMoney can pick these up from the system.

 

Covid-related matters


Who are considered as fully-vaccinated crew eligible for on-shore leave?

Fully-vaccinated crew are those who have received vaccination ±2 weeks after their second dose in a 2-dose series (example, Pfizer, Moderna) or two weeks after a single-dose vaccine (example, Janssen). We still don’t exactly know how long protection from Covid-19 vaccines lasts, but current data indicate that most people have strong protection against serious illness and death for at least 6 months.

Now that pandemic seems to be transitioning to endemic, will the office resume conducting Crew and Allottee Conferences/Safety Workshops?

Yes, we are looking forward to conducting the crew and allottee conferences. When the national and local restrictions reach the level where such gatherings are allowed and safe, we will schedule the conferences in the usual locations. We will keep all crew posted on this.

 

Compensation & Benefits


How can I get a copy of my payslip? 

You should receive your payslips directly through the email address you registered at MPS, every fifth of the month. Alternatively, you can view them through your personal account in Compas.
 
For this reason, all Odfjell seafarers are required to have their own, secure personal email address registered at MPS. For security reasons, MPS recommends using an email address accessible only to the seafarer.
 
After signing off, when can expect to I receive my final wages?  
 
Target release of final wages is four days after receipt of the final wages advise/variable from the ship.
 
Amounts  exceeding USD 10,000 require clearing against Anti-Money Laundering Act (AMLA), and are thus released a bit later but still within a reasonable time.

How many leave days per month are entitled to a Filipino crew?

According to the Philippine Overseas Employment Administration (POEA), Filipino officers and ratings are entitled to 4.5 leave days per month of service. The Collective Bargaining Agreement (CBA) meanwhile mandates 11 leave days per month of service for officers, and 10 leave days per month of service for ratings.

We use whichever is more beneficial in favor of the seafarer, therefore, we follow the NIS CBA: Filipino ratings are entitled to 10 leave days per month, while Filipino officers are entitled to 11 leave days per month.

Can the crew have access to Storebrand Provident Fund online or via Compas?

The intention in the future is to upload the crew’s Storebrand Statement of Account (SSOA) to the Compas Crew Self Service Portal so it is accesible anytime. In the meantime, seafarers may request a copy of their updated SSOA to Crew & Family Affairs by sending an email to cfa@odfjell.com.

Who are eligible for standby pay benefits among Filipino seafarers, and when does its computation start?

The following are eligible to receive standby pay:

  • Management Level Officers (MLO), Operational Level Officers (OLO) and Petty Level Officers (PLO) who are active in the crew pool and are re-joining a ship
  • Has not refused reporting requirements, any training and document-processing schedule, and any vessel assignment or re-joining schedule

Computation of standby pay for eligible crew members starts on the day their leave days have expired.

Seafarers who are not available to re-join ships or who have requested for a long vacation and therefore not on standby are not entitled to any standby pay.

Who are eligible for the USD 100 cash draw, and when can it be availed?

All joining crew who have confirmed dispatch schedule can avail of the USD 100 cash draw. It will be released a day prior dispatch date. Inform your Vessel Handler if you would like to avail of such.

Who are eligible to receive Training Allowance?

All active crew members are eligible to receive trainng allowances, while newly-hired crew members are entitled to receive 50% of allowance rate per day. Processing and subsequent release of training allowance are done upon receipt of complete records of training.

How will the Filipino crew’s salary adjustments be carried out this year, and going forward?

Adjustment of seafarers’ wages will follow annual adjustments of the Collective Bargaining Agreement (CBA) between the Associated Marine Officers and Seamen’s Union of the Philippines (AMOSUP) and the Norwegian Shipowners Association (NSA). On April 4, a 1.5% increase in the wage scale was settled, valid from April 1, 2022. Another 1.5% increase was agreed, effective from January 1, 2023. We will come back with details on how we will implement this agreement soon.

 

Competence


Are seafarers applying for/renewing Certificate of Proficiency (CoP) required to take the entire course, or will their record of required sailing time suffice, as before?

All seafarers with expired CoP are required to take the full training course (ATCT,  ATOT, BTOC) when applying for and/or renewing their CoP.

Medical requirements


Can the validity of Pre-employment Medical Examination (PEME) be changed to two years instead of one year?

GARD, our P&I Club, sets the PEME validity; it is therefore not within our control.

However, it is best to follow these guidelines to ensure crew health, safety, and insurance protection and coverage. Increasing PEME validity to two years may negatively affect the insurance coverage of seafarers.

Guidelines for OiP visitors


What are the current crew reporting guidelines in the Manila Office? 

Blended crew reporting (distant and onsite) is now activated.  The presentation of proof of full vaccination or negative Covid-19 test result (Rapid Antigen or RT-PCR) within 14 days of scheduled visit is required prior entry to WMall premises. It is best to coordinate with MPS personnel for your pre-joining activities prior visiting the office.

Can family members and allottees visit the office already?

Visits of personal nature from family members and allottees remain prohibited.

Can applicants for sea-based positions apply at the office?

Applicants for sea-based positions will be entertained via online platforms. Applications and follow-ups may be sent to recruitment@odfjell.com. If required, reporting to the office will be made known to the applicants.
